Francela Garcia Romero

Graduate in law from the Universidad Escuela Libre de Derecho de Costa Rica, with specialization in State purchases granted by the Universidad de Costa Rica. 

Francela, has carried out graduate studies in business administration at the Universidad Latinoamericana de Ciencia y Tecnología - ULACIT. She also has studies in administrative law in the School Business of Peru - ESEP.

She has been legal counsel for 17 years in various Costarican public institutions, inside of which stands out the Autoridad Reguladora de los Servicios Públicos – ARESEP, where she remained for more than 10 years.  

She has experience in advising trust of public works projects; execution and control of contracts with the State, disciplinary proceedings against public officials and sanctioning procedures against companies that provide public services.  It is responsible for the areas of administrative law, the State purchases, labor law and regulatory law.

It is Costa Rican, resident in Lima, Peru.
